I wouldn't go flat rate. Just do your own package. Whenever I ship to Germany it's about $7-8.

Can I trust the usps.gov postage calculator?
I've never shipped to Germany before, but I priced a large envelope with that, and it said $20

Well if you're doing international via USPS you might as well take it down to the actual office and have them weigh it since they'll need to take the customs info anyway. But yeah, my stuff to Europe is always in the $7-10 range. And Germany is $7 or $8.
