The basic premise of the "rule of two" is to have one to possess the power and one to crave the power. If to many apprentices are trained, than they can group up and overthrow their more powerful master, thus weakening the sith. If they do not overthrow their master, than they are not embracing what it is to be a sith and crave ultimate power, and therefore weaken the sith. There are a few good novels about a sith named Darth Bane, books "Path of Destruction" and "Rule of Two", that goes quite in depth on these principles. It appears that this game takes place during a time when there was a brotherhood of sith, quite similar to the jedi order.
